Diplomatic Recognition Policy
The Grand Duchy of Greifenberg is a sovereign, independent nation. As such, our nation readily extends the hand of friendship to all peoples in all lands. Nevertheless, the proliferation of micronations has made it necessary for the Government of the Grand Duchy of Greifenberg to clearly formulate a policy with regard to diplomatic recognition of micronations.
The Government of the Grand Duchy of Greifenberg, as represented by the Ministry of Foreign Affairs, will consider diplomatic relations only with states which can demonstrably meet the requirements for a state laid out in Article 1 of the Montevideo Convention on the Rights and Duties of States. These requirements are:
(a) a permanent population;
(b) a defined territory;
(c) a functioning government; and
(d) capacity to enter into relations with the other states.
The Grand Duchy of Greifenberg is a serious nation-project. As a small nation in pursuit of statehood, we simply cannot divert our limited resources in the pursuit of diplomatic relations with micronations that do not share similar national ambitions. Therefore, the Government of the Grand Duchy of Greifenberg will only extend official recognition and engage in formal diplomatic relations with those micronations which clearly state (through an official website, etc.) that actual, recognized statehood is, in fact, one of their goals. Moreover, the micronation in question must be evidently moving in the direction of this goal by legal and non-violent means. This standard is also applicable to our participation in intermicronational organizations and treaty conventions.
Recognition of a nation by the Government of the Grand Duchy of Greifenberg shall be construed as explicit moral support of the national aspirations for independence of the nation in question, as well as a willingness to deal in a friendly and open fashion with that nation.
Cordial diplomatic relations between the Grand Duchy of Greifenberg and other micronations shall include the following four basic levels of relations:
(1) no formal relationship;
(2) unilateral recognition by either party of the other;
(3) mutual recognition; and
(4) formal alliance.
